Citizenship by Investment
The NDP will strategically utilise
the Citizenship by Investment (CBI)
programme as a powerful, dedicated
financing mechanism to accelerate the
development of critical physical and
social infrastructure across St Vincent
and the Grenadines.
We will ensure that CBI revenue directly translates
into enhanced national resilience, modern public
services, and sustained economic opportunity for
every citizen.
Across the region, our peers fund critical
programmes and infrastructure development by
offering CBI.
We will work with our neighbours from Antigua,
Dominica, Grenada, St Kitts and Nevis, and St
Lucia through the ECCB regulatory mechanisms
to establish a well-regulated and transparent CBI
programme. We will adopt best practices. Among
other purposes, we will use the proceeds from
the CBI programme to invest in general climatesmart infrastructure and support the Government’s
capital programme. Also, CBI funds will be used
to help service national debt and support social
programmes. It will reduce reliance on debt
financing.
We will:
Establish an Independent CBI Unit. We
will create a statutory, autonomous CBI
Unit responsible for all processing and
due diligence, insulated from political
interference. This Unit will be staffed by
highly qualified professionals and will report
directly to Parliament quarterly on financial
inflows.
Ensure best in class due diligence. We
will mandate a rigorous four-tiered due
diligence process, including checks by an
independent international risk management
firm, international law enforcement agencies
(e.g., Interpol), and a final review by the CBI
Unit, with mandatory in-person or virtual
interviews for all principal applicants.
Work with other OECS countries and the
ECCB to manage the CBI program effectively
and ensure its viability and sustainability.
The NDP commits to establishing the highest
standard of programme integrity to safeguard
SVG’s international reputation and security.
